I don't see anyone making excuses here. Hell I'm telling people to start filing complaints with the BBB. I'd hardly say that's making excuses.
Telstra and Bell/Telus were what removed the excuses from the room. Rogers even went HSPA+ over their footprint.
That said, they have made leaps and bounds progress over 2-3 years ago. Overall I'd say there's more reasons for optimism than before.

Fiber backhaul for Verizon in Southern Illinois in 2013 - about time.
I'm surprised there isn't more calling out of AT&T not finishing this up in the tech media. I was in the Verge chat room on Turntable and I made light of Southern Illinois' coverage plight with AT&T, and the writers in there weren't surprised.
It's not like Stephenson isn't spending boatloads of money, he's just spending it all on the cities.
Part of the area highlighted in green now has LTE available thanks to Verizon's partner in the LTE in Rural America program, so there's hope in those areas, albeit not from AT&T.

I don't think it will matter, I honestly believe Verizon will have it's network, plus all their Rural Partners completely upgraded to LTE before AT&T even sniffs a complete "upgrade" to even 3G, let alone "4G." I would love to be proven wrong, but AT&T's history doesn't exactly back them up.
