Same wording was on the original HMP, and on EVERY promotional plan ever offered.
WIND reserves the right to terminate this promotional plan at any time simply means they have a right to pull the plan from public offer. For example, they stated "This plan is available between these specific dates". But, they reserve the right to change their mind and stop offering it before any such published dates if they want to. It has absolutely nothing to do with grandfathering or KEEPING the plan if you already have it activated.
I worked for Wind during both the HMP offerings, both had the same details in the fine print. So did AITF plans, WinterWonder plan, Unstoppable plan, Irresistible plan, and all the rest.
Cheers.

Regardless of the intention, the terms can be interpreted in more than one way.
The original HMP official terms and conditions did not contain the phase mentioning that it can be terminated at any time. It simply mentioned that it was good as long as the account was in good standing.
However, the official TOS for the 2011 HMP mentions that it can be terminated at any time, but does not specifically refer to the offer date, which means that legally it could be interpreted as referring to the plan itself.
Poorly written TOS most likely, but....

Actually my friend, it did. I was there for all offer periods, got the bulletins and memos, and brochures. The disclaimer that Wind can revoke the offer at any time was there, and again, this only means they can revoke the offer for sale at any time, regardless of the stated "end date" of the promotion. Same with all AITF plans, in case they wanted to cut the offer period short. This never had anything to do with keeping a plan, just the period when it could be activated.
I believe you when you say that's what the bulletins you received stated. However, I'm only referring to what was available for the customer to read. The terms made available to the customer are the terms that are legally binding, not internal bulletins.
Like I said before, I'm not really concerned about it, but it would seem that Wind does have a loophole if they chose to exploit it.

Wind doesn't have long-term contracts.
Any and all plans can be removed at your next bill.
It's not likely they would do that if you are a good customer (giving Wind a profit); but they can adjust your plan just as easily as you can cancel the service.
Leap Plan as good as it's going to get from now on?
