The chart is completely meaningless. They compare cell phone usage in 2012 vs 1992. Any country that had no cellular service in 1992 (e.g. Nepal) would have an infinite growth. Any country that had a well established cellular service in 1992 would show less growth. It is much more meaningful to look at market penetration (accounts/population). I think Finland and some other developed countries are over 100%.
