Design and manufacturing. I've seen a lot of phones in the past that were either 900mhz or 850mhz UMTS.

It's being used internationally more, so why don't they have it? Most of their other phones don't either, although the iPhone 4S and iPad have it.
I usually support government regulation, but It is unfortunate that the government over-regulated and killed the AT&T/ T-Mobile Merger
The best explanation of the pricing nutiness in the industry.
Why Sprint and T-Mo will always suck.
The only way to end the pricing insanity is to eliminate contracts and subsidies.
I want Wifi calling on AT&T.
If you text while driving, you're an idiot. End of story.

Phones or devices? The AT&T iPad has it. And I agree. It's like all the Wi-Fi devices (thankfully NOT the iPad) without the 5GHz band. It sucks.
Galaxy Nexus has it. I'll bet that the next Nexus device has it too. The previous Nexus devices (Nexus S and Nexus One) did not have it. It's probably a relatively new thing for chipsets to have both of those bands. Hopefully in the future it will be standard for all phones to have all bands (as well as 2.4 GHz and 5 GHz wifi).
