I am also extremely confused by the way the pre-authorized setup works. I am on pay before. The pre-authorized payment is two steps, one to assign a credit card and another to assign a pre-authorized amount and payment date. If I assign an amount to pay the next month's bill at the due date, why would they charge my credit card for the monthly payment? The payment will already be in the account? Are you saying that pre-authorized amount is in addition to the monthly payment and is intended for the pay per use services only? The wording under the pre-authorized payment says
"Here are your pre-authorized payment details. Remember, to ensure your Pay Before service isn’t interrupted, it’s best to keep an extra $5-10 in credit to cover pay-per-use services. You can change the amount of your recurring payment at any time right here:"
This would suggest that the amount pre-authorized here covers monthly payment as well as pay per use credits. The warning is to put a few extra dollars in the account so that there is left over to cover pay per use items.
The preauthorized amount gets charges to your credit card near the end of day on the date that you choose each month. That amount gets charged to your credit card regardless of already having enough in your account to cover your next month's charges. The suggestion about keeping an $5 in your account has to do with the fact that you could use up some of your balance before your monthly fees are deducted on a future date (usually the next day but really could be any number of days depending on the date you chose to have your credit card charged).
For Pay Before accounts, your preauthorized payments are not linked to your monthly plan fees in any way. It is simply a way to automatically add funds to your account, and not a preauthorization to charge your monthly fees (which would actually make much more sense).
If anyone is wondering, at least some of the $30 credits have been paid out by Wind. I didn't received the usual "$30 has been added to your account" message but when I happened to check the balance myself (pay before), it had increased by $30. I've already called in to remove the PAP from my account.
I got a -$33.90 credit today on the WIND website ...
Once this month bill gets billed on the 20th I will remove PAP and just pay using my CC after that manually so they dont over charge me or anything!

I signed up for the promotion on the 6th, but with one hour left before midnight, the website kept throwing errors out when I tried to sign up for pre-authorized payment. They couldn't help me over the phone. I signed up anyway the next day but I think I'll have to nag them to get the credit.
