So it looks like the last DNA guy I talked to was right. I tried a Fido SIM and it works fine -- my phone is unlocked!
So, in conclusion, they totally can unlock a warranty replacement, they just have to type in the IMEI correctly.

Not saying it's a scam, but the poster just registered and the only 2 messages they posted were trying to get someone to help unlocking the phone. Why would some guy in the Caribbean have a Telus locked phone anyhow unless they were simply on vacation? If they just moved from Canada they should have sold the phone before leaving or now they can sell it on ebay or something as a Telus locked phone.
But your points are true. That phone would have to physically be in Canada and a Telus SIM would have to be installed so it shows up as the current equipment on the account before Telus will do the unlocking. Even if the SIM was Telus roaming in a foreign country I'm not sure the switch would update with the current equipment when you are roaming.
