In your case the cellphone tower that you're using, probably has too many users and not enough backhaul.
I think the reason that they refuse to solve the problem is, because you might be the only one complaining. Other users in your area might not even notice the speed difference, just like in my area I was the only one that called about that cellphone tower being down.
You could always threaten to cancel your account if they don't fix the issue. You could request to speak to someone higher up at T-Mobile or if you know any other T-Mobile users in that area have them also call T-Mobile and complain.
Honestly though, I rarely see carriers do anything about these problems. I have a bunch of friends using Sprint and they're getting poor data speeds. They keep calling Sprint but nothing ever gets done. I have a buddy on AT&T and he called in about poor data speeds and dropped calls, only to be told that they don't see any problems with the network.
