I have a specialized SMS only modem that can only use a 2G GSM / GPRS service and SIM. The LTE SIMs and the LTE service does not work. Can I change to 2G GSM / GPRS only service and how?
I need to integrate outbound sending of SMS messages from a network and the SMS network unit only supports upto 2G.
BTW: Any recommendations on how to get sending SMS messages out from a network?

My requirements are not to use Twitters, email or email to SMS gateways. I'm attempting to set up custom on-demand "private" SMS messages to selected cell phone from a custom "application."

Yes, modern LTE SIMs will work fine in a 2G device. Just install and use.
I'm sure Rogers still has the standard 3G SIMs and they, too, work fine in 2G devices.
As to GPRS or EDGE, that's up to the device. If your device supports 2G GPRS only, that's what you'll get. That's what I get if I put my Rogers SIM into my old Nokia 6590i.
Note that your device will need to support at least GSM 1900 and ideally, also GSM 850 MHz.

I remember when I was on Fido, there was a setting in my phone regarding SMS delivery method: the traditional old SMS channel (which uses the slow data channel where network stuff is handled), or via GPRS. Both methods work, of course, when GPRS is not working, then this method of SMS won't work. Of course this is also after GPRS was launched. Before GPRS, there was only 1 / the old method.
As for SIM, all SIMs support SMS as part of the standard. So they should work. As for SIM compatibility w/ devices per se, I have seen some SIMs won't work in some phones (which are unlocked). But that is not to do with SMS, as the SIMs are not even recognized by the phones.
I have some very old phones that can send SMS via a computer interface cable although I have never tried it myself. But this is the same idea as your proprietary device. The modem has a communication port that accepts AT commands to do various things, and one thing it can do is SMS via it. (usually it's a serial interface).
Actually I still have some of those phones including Nokia 6190. They still work!
