Yea i just got throttled myself for going over 100mb two days ago. So i facebook them, and about 30 minutes i got everything back to normal. They are throttling so i don't know why anybody would say otherwise!

I am well below 700kbps but I am at and never over 4 bars signal strength on my Proclaim at home.

264kbps down, 219 up, 219 ping

340kbps down, 58 up, 80 ping

Finally after 2 days I got FB support to unthrottle me. I told them I knew what the problem was and they needed to renew my data to fix it. They said "adjustments have been made" and it's good.

You must not have read my post because I tried for 2 months to get the throttle lifted and never did. I had upper management call me and everything but it never got fixed and I suppose it's because maybe AT&T throttled my account I'm not sure but you're most certainly correct about trying to get it fixed before spending extra money on a new sim card. I also suggest to contact the ST FB page and submit a ticket and allowing them ample time to fix it before taking drastic measures such as me. At the same time I feel 2 months was more than enough time for them to get it straightened out.
You were never throttled. If you're with ST/AT&T (and I assume you are), the slow speeds that you've been experiencing are due to data issues that are system-wide with AT&T's MVNOs currently. Everyone who has ST/AT&T is experiencing the same thing at certain times of the day.
If you're throttled, you'll get a consistent maximum speed, every time, i.e. 149 kpbs, or 119 kbps. If you get 48 kbps one time and 64 another time, and 32 another time, and no data another time, you aren't throttled.
The speeds you are getting now are still extremely slow. When AT&T/ST is working, you can expect to see speeds in the range of 2xxx to 3xxx kbps.

I love it when people don't read a full thread and share their infinite knowledge. I was throttled and my download speeds were almost always 0.09kbps and upload was usually near 1.0mbps. I dealt with this type of disinformation everyone spews for 2 months and when I got my new sim card and activated my new account the matter was resolved. So it's not even up for debate as to whether or not I was throttled because I obviously was. Telling this to you reminds me of trying to explain it to ST reps. I had identical phones that were tested side by side and then swapped sims and repeated and the results never changed. I would get snail speeds on my sim and my gf's would blaze the trail. So don't waste your time fooling these fine people. Sounds like you work for St.
I was amazed I got mine fixed so easily. They said nothing about my usage just fixed it. I wish we knew the limit and could just use it without restriction then throttle after the limit. That would be fair to me.

No I was indeed throttled.
At first I was throttled to a constant 40 kilobytes per second. It was like that for about two months and I didn't realize I was being throttled. But it didn't matter because I wasn't doing any massive downloading, 40kB/s is fine for browsing and Facebook and even a low quality YouTube with no buffering.
Then I did something stupid, I tethered my measly 40kB/s phone Internet to my Xbox and played online. It worked alright and I watched my limited, I racked up about 80 megs before I stopped.
Could have been the next day, but awhile after that I noticed SLLOOOWWW speeds. Did a speed test and got a constant 15kB/s. 15 freaking kilobytes a second. That's 117kbs or 0.11mbps. Or 0.015mB/s, whatever unit you use.
This time I realized I was throttled.
So ST throttled me twice.
Now that it's all fixed, my speeds are blazing, but I'm not getting 3mB/s... And I don't want too. That's way too fast for as little data as we're allowed. I was fine with 40kB/s really. I mean if you use it too much you're just going to get throttled again or even blacklisted.
IDK y people say they dont throttle because their TOS clearly state that they reserve the right to throttle your data and basiclly everything else

They used to not throttle. It's something they have just started doing within the last few months.

Since at&t started throttling the top 5% of users on each tower it's impossible to know who throttled you until you try to get it removed. Being that it's individual to each area I might be using only 2gb per month in my small town and be part of the top 5% so at&t wil throttle me and once they DO IT you're screwed.
On the other hand you might not have gotten throttled until you reached 5gb (and I've saw people use that much on ST) and you still didn't reach at&t's top 5% for that area but you got flagged by straight Talk's system and they throttled you. From what I've read and saw if ST throttles you they will lift it if you call or when you refill and if at&t marks you ST won't even know you're throttled and they can't do anything about it so you'll have to get a new sim or maybe a user suggested to use the same sim and activate a new account I don't know if that would work but I do know that buying a new sim definitely works.
But if it is AT&T throttling, then it should automatically reset at the end of the month when you renew. That's the way it works on AT&T postpaid with the throttling of the 5%. It automatically resets when your billing cycle resets. Ii know that it hasn't automatically reset for the ones that ST is throttling until you call them, according to multiple reports. Interesting....
Page plus sucks compared to ST. Yes you might have to deal with getting throttled but it's so much faster than PP I think it's worth it. I've had so many people ask me if I'm lying when they see my phone and I tell them it costs me $48.15 a month for 2GB with full 3G access.
