Looking for Alltel PRI/PRL

I'm a little green at this so my apologies in advance if this is a basic request. I'm purchasing a lot of SCT-UM300 EVDO Rev. A USB data devices and they are not programmed at all. I've got a PRL that I can provide but the manufacturer is aksing for PRI data. Is this something that is readily available? My problem is that I need Alltel devices but Alltel won't sell to me because I don't reside in their market. These devices will end up on an Optimization tool that the service company who is using the tool will activate them. I've attached the spreadsheet that needs to be filled out just for reference.
