I'd like a HSPA+ 42 phone, preferable under $300 (new or used) with specs that are comparable to the VM EVO 4G (minus the 3D camera)
Vanilla ICS would be nice. (Vanilla 2.3 would be okay)

HSPA+ 42 is not a lot of phones. I think the One S, TMo Galaxy SII and the HTC Amaze 4G are the only ones that support T-Mobile's 42 network. You might find them used in the $300 ballpark (except for the One S)?

I'm placing a priority on internal storage, responsiveness(decent touch screen). Is there anything special out there, or can I just go with the Exhibit II and save some $?
Yeah, you're not going to find an HSPA+ 42 phone for under $300. I'll tell you though, it makes a noticeable difference in data speeds. If you don't mind HTC, I hear the Sensation is pretty good after being updated - before its software update, I wouldn't have touched it. I didn't like the Exhibit II because it has some weird software bugs. I'm really liking my Galaxy S Blaze (I think I've seen them for around $300 new on eBay) which is HSPA+ 42; I'm using it while waiting for the Galaxy S III to launch.

Bump it up to $399 and you've got yourself a Galaxy Nexus. My best downstream speed test when visiting the USA on the T-Mo $3/day plan was 11271/1569, and my best upstream was 3315/3426. This was in the vicinity of Los Angeles a few weeks ago.
at one point I was thinking Galaxy Nexus + my current Simple Mobile plan...
