I've definitely hit 7-8 mbps on some indoor DAS before in the city.
Here's the Caltrain station at 4th and King at 6:40pm, very crowded. Its clearly download congested.

I was in SF 31 May - 4 June. The service was up and down... and at times no service at all.
I was there for a couple of days - June 21-22nd and July 3rd. Speed around the immediate downtown area hit 'at best' 1Mbps down. A couple of blocks away and I was hitting 4Mbps.
Out of curiosity, why are you using a 'Chicago, IL' site for a speed test. San Fran area is a local gateway (from what I can hack out of network traces), and Palo Alto (Fiber Internet Center) and even San Luis Obispo (Charter Cable) is much more 'Local'. Charter / Palo Alto has given me ~80ms in the SF area (vs ~110 in SoCal due to extra distance). Nothing against Chicago, however, I'd like to hit whatever is closest/fastest to the gateway with the most capacity (typically Charter).
That looks like AT&T in SF alright lol Come north of the Gate and you will get FAR better speeds, like up to 10 Mbps down.

As a side note - calls were a bit choppy Monday morning in San Fran/Embarcadero and Mission street area (took a call while riding in a cab back to the hotel) using Samsung SII Galaxy. I've never had choppy 3G voice before.
