What does "Your phone is not personalized" mean?

I just bought an LG Chocolate BL-40 and I need to have it unlocked. I already bought the code to unlock it but when I go through the steps to unlock. It stops me just before I would be able to enter the code and says "Your phone is no personalized". WTF? Anyone have any idea what it means and why I can't unlock the phone?

Modern mobile phones give you a number of personalization options where you can decide on your list of favorite homepages and set up the timing to be swapped between them. You can do thousands of personal settings on your mobile phones and lock them up if you like. I believe your phone is waiting for your settings to be personalized. But even that should be an option and not a compulsory one.
