You only pay an ETF if you cancel service. I doubt that is what you are trying to do. If you only got it 30 days ago or less you could pay the cost difference of a non-subsidized phone, but too late now.

Scenario:
• 4S Phone under contract
• Willing to pay ETF for unlock
• Do not want to close my account.
I currently have an iPhone 4s that is under contract for 14 more months. I want to officially unlock it and I'm willing to pay the ETF in order to fulfill my contract obligation. The problem is that I can't seem to find anyone at AT&T that knows how to take my money and process this request without cancelling my account and losing the plan and phone number in the process.
Is what I'm trying to do possible? If so how do I best get this done? Thanks for any tips.

I have been a customer since 1997. This line has been under contract about 10 months. Will they really force me to terminate service just to fork over the ETF? I"m happpy to pay it and still remain a customer.
Call customer care and see what they can do. You may get lucky, especially if you get transferred to retentions if you mention cancelling your account. I wouldn't be too hopeful though; most reps don't understand the unlocking process well at all.
If bad comes to worse you could sell your existing phone and use the proceeds to buy an unlocked one. It may be your only option if you really need an unlocked iPhone.
I understand your concern, but At&t has clearly defined the rules to unlock an iPhone and one of those rules requires you to have fulfilled the orignal contract period from when you bought the phone. They do allow you it to use the locked device with your existing mobile # while roaming. only catch is you couldn't use a foreign SIM and would be subject to At&t's current roaming rates. Can't just pay off an ETF and keep the account current, doesn't work that way.
It doesn't matter to them how long you have been a customer, the rules are the rules and I don't think there is any chance they will bend them in your question. Perhaps if you only had 1 or 2 months left in your contract, but not 14 months left.

Even if you cancel your service, they may not offer the unlock even if you pay the ETF since the original contract hasn't been fulfilled. I am not saying it will or won't happen, just my $.02 worth on the subject. If you decide you want to cancel service, make sure you get that question answered firs.
All the agents told me they could process the unlock if I cancelled the account. How does that help at&t? I guess they did not think or train for this situation.

Just find the cheapest phone AT&T sells at full retail,"upgrade", done.
AT&T makes this way harder than is needs to be. I guess I"m just going to cause them some churn for now and port my number somewhere else. There is no shortage of low cost options to trigger an ETF.
AT&T can be a pain at times.
Why don't you just buy a factory unlock? Much cheaper than the ETF anyways.
