Question: Requesting iPhone 4 unlock from AT&T for refub

Today, I requested for my iPhone 4 to be unlocked from AT&T, and but was told my imei was not in their system because it was not the original imei due to an Apple replacement. First rep told me that needed I had to activate the refurbished iPhone on my account then they could unlock the phone. Activating the imei would require getting a new MicroSim from AT&T and resetting my data plans (hspa+ for my unlocked galaxy nexus) back to the iPhone eligible data plans then switch back.

Has anyone experienced something similar?
Don't understand why unlocking phone are so freaking hard.
