Well, that answers one question anyways... only 34% of the existing towers have been upgraded to HSPA+ so far.

WIND Mobile Releases Most Recent Service Expansion Figures
June 25, 2012
Service upgrades include additional sites with coverage to over 600 000 more Canadians
TORONTO, ON – June 25, 2012 – WIND Mobile today announced further details on its network expansion program. WIND has currently invested in building out and strengthening five additional markets in its next quarter which will bring coverage to over 13.1 million Canadians.
WIND now boasts over 1,140 active network sites, 225 WIND branded store locations and over 400 points of distribution across 16 key markets throughout Canada, offering customers the opportunity to take advantage of faster data speeds and an increased network coverage area.
The rollout of WIND’s 4G network upgrades also remains an ongoing priority. HSPA+ enabled service upgrades have been implemented for the past 8 months and now over 34% of WIND’s network supports 4G service, with speeds of up to 21 Mbps.
“WIND Mobile remains committed to providing quality 4G service to over 430 000 valued customers and our network expansion plan remains one of our top priorities” said Anthony Lacavera, Chairman and CEO, WIND Mobile.
While WIND continues to upgrade its current coverage areas, sites are being built as 4G networks. Locations including Kitchener and London have been offering customers high speed data service from inception, and plans to broaden this nationally are underway.

Wow... Only 34%. After 8 months and mobi is planning to do it over the summer.
388 towers are 4G HSPA+.
Approx 107 are in London and K-W.
Almost 28% are in the zones they built for HSPA+.

but how come they are not making 4G in more population area first like mississauga?
hahahahahahahha
maybe that will be another 3 or 4 years for us to have a stable 4g sigh...
Kind of irrelevant anyway, I haven't been able to break past 4.5Mbps even while connected to hspa+.
They're just doing it so they can write "4G" on their ads.

The opinions stated here are my own, not necessarily those of my employer.
I'm going to guess they haven't *upgraded* any existing towers. At some point, as they added *new* towers (be it in new cities or filling in coverage), they started installing HSPA+.
So, the first towers they put online where all HSPA and the most recent (last 34% of the new towers they installed) are all HSPA+.
It makes sense to do it that way. They have to optimise expenses somehow.
The word 'Pentaband' means '5 Bands', from the Greek word 'pente' meaning '5'. For a phone to be pentaband it has to support 5 bands. If the phone has AWS support, it doesn't automatically mean that it is pentaband. The reason Wind and Mobilicity users like pentaband phones is because the reverse is true. We're not the only ones who like pentaband phones though, so please stop referring to phones that work on Wind and Mobilicity as pentaband. It causes unnecessary cofusion.
Where do you think they've been building the last six months? It sure hasn't been Western Canada. The footprint hasn't changed in Calgary for over a year, Edmonton had a *slight* expansion to Fort Sask, and Vancouver has only expanded to Abbotsford (covering HWY 1 primarily). Ontario has seen the bulk of activity, so its reasonable to expect the vast majority of HSPA+ will be in Ontario (including TO).
Of the last 100 towers to *actually go online*, I would *guess* (pure speculation) at least 70% of them are in Ontario. Anyone care to look it up?
Need just the most recent T-Mobile (2.26.10.2) Extended ROM
