Siri does work on iPhone 4 and you must belong to a private server for a small fee. Nuance has finally come out with app called NINA it's suppose to work as well or better than Siri do a search for Nuance + Nina
Nina is an SDK not an app. It allows devs to build speech intelligence into their apps. It isn't really a Siri competitor. Devs could use the platform to add Siri-like functionality but there is more, like voice recognition where is learns your voice which can then be used for biometrics. I think on Android it offers more for devs due to the nature of the OS.
