My wife's Droid 3 suffered water damage and now won't power up. She had some highly sentimental family pics on the phone's hardware. Took the phone to Verizon and to an independant repair shop, both declined to try repair or recover the data. Is there any way to recover these precious pics?
(Noob here, by "phone's hardware" I only mean the pics were not saved to a memory card. I don't know the proper technical terminology for the phone's physical memory.)

Then you mean you had no card inserted?
Looking at the screnario, It seems you have back up ( ofcourse ) in the memory, Based on what I 've read before, here's what they said:
1. Remove the battery, Don't Power it on.
2. Let it dry.. be sure it's try when tried to open.
3. Now, It didn't open, your chances of recovering the photos are too low.
But, I mind you that, chances are you can't recover it, maybe you should move on now and next time think this : BACK UP!.
I can't stress the importance of BACK-UP files, you'll never know when will your phone will fail.
I personally, I do is backup it on my email or any file storage like dropbox or google skydrive.
