Why Telus not able to remove the USA roaming feature?

Is there any technical reason why Telus not able to remove the USA roaming feature?

Telus only allow block roaming for international...

As per your request I have removed the International roaming features from your account. Please be aware that these codes are not require for use in the United States, they are only required for the device to be used outside of North America.

Please be advised that we are unable to prevent USA roaming from our end. As such, I would suggest removing the Micro SIM card and storing it securely.

    Block Roaming

NOTE: While your wireless service is blocked for roaming you will still be charged your
regular monthly fees. All roaming related usage outside of the Rogers Network will be
blocked. You will still be able to access data through WiFi and place an emergency call. TIP!

Of course not, they charge you for every text you receive while roaming in the US.

No worries though cause you can always predict when someone will send you a text right?
