Can a user continue to send and receive text messages with the PTU plan even if the cash balance goes to zero? One of my employees has PTU which won't expire until the end of the month. But his cash balance is low and he will probably deplete it before I buy him any more minutes.

He should be able to continue using SMS. He just won't be able to use voice or MMS.
If he's using a smartphone, then he could conserve his balance by using Internet calling when on WiFi. Internet calling can be free and if it's done on WiFi it doesn't use the Page Plus balance at all. He could use GrooVe IP or Talkatone with Google Voice, or the native SIP support in 2.3 Gingerbread, or Skype (proprietary, so not recommended). Google Voice also has free texting and several other features.
He has a dumbphone.
Well, if he does a lot of his calling from places with WiFi, it would be cheaper in the long run to get a $50-100 Android phone. No data plan required. He could use it strictly for voice, text, and WiFi. It's easy to ask Page Plus to turn data off (took me less than a minute with the website chat). Just an option that might be worth considering.
