On an iPhone 4 (or earlier iphone), go in to Settings>General>Network and turn of 3G.
That will disable WCDMA and all calls and data go over GSM.
This won't work on an iPhone 4S as the option has been removed presumably because of a limitation of the radio.

Actually it has been put back in the iphone 4S as of iOS 5.1 or 5.1.1 or something, I don't know when, but if you are updating your software, you should have the option again.

Not the iPhone 4s with AT&T. Toggle is not present.
Confirmed, it is not on the iPhone 4S with AT&T. It was removed from the iPhone 4 with iOS5, but returned with a later update. However iPhone 4S never had it (on AT&T at least.) 4S remains the only one that doesn't have it as far as I know.

Nope, the AT&T iPhone 4 has always had the toggle, even with iOS 5. The AT&T iPhone 4s has never had the toggle.
Wow, so I guess Canada wins again: No charge for tethering, we got unlocked iPhones direct from Apple first and our 4S' get the ability to turn off 3G! ;-) I remember when we used to be the more locked down version of the American's phones and devices, now it looks like things are swinging the other way, FINALLY.
Why would you want to do that? AT&T is actively reducing the amount of spectrum reserved for 2G use to open up more 3G. Your call reliability will likely be much worse if you keep it in 2G mode.
U.S. Carriers seems to love removing the option to choose the "G" from their phones lately. Some but not yet all. Probably to emphasize 4g be it the real 4g or just hspa that is sugar coated for marketing reasons...
