IPhone 4s warranty replacement- can it be unlocked?

My friend received a warranty replacement iphone 4s from apple. The original verizon 4s power button stopped working.

Old Phone was backed up using icloud and replacement one was originally restored but then was factory reset and set up as a new phone instead of a restored phone. It was never activated on itunes. It randomly pops up saying phone needs to be connected to itunes for activation. We hit ignore.

Did that lock the 4s to verizon or is it unlocked now? How would we fully unlock it?

CDMA iPhones are always restricted to use on the CDMA carrier providing the phone. Replacement CDMA iPhones have the same restrictions. The only unlocking performed is to allow use on a GSM carrier outside of the United States.

Gevey Ultra S sim + jailbreak is required to unlock the CDMA carrier purchased iPhone 4S' GSM radio for use with carriers in the USA.

If he sold his Verizon iPhone 4S, and bought an AT&T iPhone 4S, would it be easier to unlock, and use on T-Mobile?

There are services that promise to factory unlock via IMEI a ATT iPhone. It also can use the Gevey Ultra S sim, but doesn't require a jailbreak. MuscleNerd, says that every unlock can be blocked, not one is ever permanent, so you might think about that when paying to get the IMEI unlock from a third party. The Gevey Ultra S sim has worked in every IOS and baseband since the release of the 4S, but it doesn't work with IOS 6 beta and it's baseband, so who knows if it will continue to work come this fall. There is no way to preserve the baseband on the 4S either, so if IOS 6 BB isn't supported with Gevey, you would be stuck with IOS 5 for unlock and any need to restore would require a BB update blocking the unlock. You should just purchase a factory unlocked 4S or wait for the next iPhone.
