Completely and utterly agree - I'm in the same situation as I got rid of my contract and am now seeking another service. All the offerings seem...pitiful. I feel sorry for the average consumer (without Hofo knowledge) looking to open a personal line at the moment. If anyone can enlighten us I certainly would appreciate it.

I don't think people will have much success with trying to use this as an out. The only argument might be that the FD program was well used as an incentive to lure people into signing agreements. But, since you could receive the same incentive whether your signed an agreement or not, I don't think that would hold much water. If they'd said that you would have a better collection rate by being in a contract, then that would be a different story.
Now, the HUP policy was clearly promoted as a benefit/feature/incentive of entering into an agreement and only available for those entering an agreement, and since incentives to entering a contract are a part of the contract...
But that is a battle for another time.
Why not just merge all the Fido customers to Rogers and close down Fido. Would be the easiest and eventually imo it will happen.

I was discussing this with a couple Fido employees that I know.
Apparently, in IQ (the Rogers / Fido information database that only corporate employees and corporate retail store empoyees have access to), it is stated that Fido Dollar hardware upgrades no longer require a data plan at all (as per my OP and as per the original post in the Fido Facebook group). In RetailWeb however, the database that all Fido Corporate Retail Store employees have access to, nothing has been changed there (policy still states data required). These reps have told me though that IQ trumps all when it comes to policy and procedure though.
It would be great if FidoEric or someone can chime in since now we are being told that even Fido employees, including those such as FidoEric as they have access to IQ, are exposed to the IQ level of information yet still state Data is required.
