My buddy won an iPhone 4 (not s) in a poker game, but it is locked to Canadian NON-ATT affiliated company.
Will ATT unlock??
There is oft mention of them doing these things, but what are the ways to request they do it?

It wasn't a claim. AT&T unlocked my once locked, unsubsidized 4s.
You friend will need to contact the Canadian provider for the unlocking process.

We're talking about ATT unlocking other carrier locked phones...
If your phone was locked to ATT, of course it would get unlocked, now if it were locked to any other carrier, there were only claims that ATT would unlock them as well and only in the beginning did this ever come about. Not saying it didn't happen, not calling you a liar, just making sure we're on the same page here, so don't get all flamed.
