Open your "contacts" on your phone. Press the menu button. Select to import/export. Point it to the csv file and it should import the contacts to the phone.

If you have your contacts saved to your google account's email then when you sign into the play store (or gmail) then contacts should automatically sync. If they dont they might not be set to sync. Settings> Accounts & Sync.

    Good luck.

When I set up my phones, I couldnt do much of anything until I entered my gmail address, and then my contacts updated automatically. I did have to spend some time transferring from my old samsung to gmail (on the computer) but once that was done, everything updated to the android automatically. Now if I add contacts to my phone, I am sure to save them as a "google contact" and not a "phone contact", and when the phone syncs with gmail, its is automatically saved/updated.

There is a way to manually sync gmail, calendars and contacts to the phone, but I cant remember exactly how. Probably because I just switched phones yesterday again. My contacts are current on both my HTC And Droid phones with little effort.

Absolute basic approach: Get all contacts into a Google Mail account, manually or using a swap feature between G-Mail and Yahoo (can't remember what it's called). In phone, establish G-Mail as account to sync to. When this is done, as soon as you open a data connection, either cellular data or Wi-Fi (preferred), the contacts will hit the phone, at least this is the way it worked on my HTC Incredible. There might have been a small delay before the sync and any updates happened, but normally it's very quick.

    You can manually initiate sync.
Settings> Accounts & Sync. Select the account and manually tap the sync for contacts. Glad you got it working... Dont do the CSV method now it'll only duplicate the contacts and then you'll be in a mess.

Managing them through a laptop is the best/easiest method. Glad you got is (semi) working.
