I purchased a 2nd hand HTC One S along with a 'Cut' MicroSim card. I purchased the phone to avoid getting into a contract as I have a very good service plan.
I provisioned the SIM online and was not able to register to the network. I waited a few hours and called Care. They couldn't identify any issue. I then put the Sim into a regular sized SIM socket on another phone and registered without any issue. So I know there isn't an issue with the card itself. How can I find out if there is an issue with the phone not registering? Should the cut SIM make contact with the phone without issue? I know the socket on the One S is spring loaded, which is why I ask. All of the contacts look good. I'd like to isolate before seeing if there is another issue such as with the phone or IMEI-- which I assume is ok, and I bought with good faith off ebay.

That's a shame people get on Ebay to unload black listed phones.

File a claim for misrepresentation / non functioning item with either eBay or PayPal. Should the seller fail to reply, you will probably get a refund and get to keep the phone. Usually, buyer wins in most cases. Do it immediately to start the claims process ASAP.

Thanks everyone for your advice and moral support. Going through the motions now....
Here is an article written a few days ago that somewhat hits home--- though TMobile should evaluate the policy because in this case it caused them to lose an account:

^ All though I feel bad he got ripped off, I would be mad if that happened to me but I wouldn't blame my cell phone service provider for my stupidity. I can not believe T-Mobile let him off without an ETF. People need to take responsebility for there own actions.

Tmobile needs to come up with a way for people to check if a phone is black listed.

That sucks for the OP. But that news article one I don't get. The guy apparently had a plan already? He wanted to add a phone that was basically stolen (bought but not paid for), and couldn't. Fine, that sucks. But then he cancels his account saying he won't stay without that phone? I don't get that, he had the service ahead of time, obviously with phones he at some point was happy with.
Why would he think it's unreasonable that they charge him an ETF when he then cancels? Or why even cancel at all? His service hadn't changed, nor had his devices. He simply couldn't add a stolen phone to his account. It seems like the lesson to learn is buyer beware on craigslist. If he "has to" have a Nokia on TMo, and is willing to pay more to do that, go buy one that isn't flagged (vs trying to pay TMo to settle an account that isn't his). Problem solved.
