MyTouch 4G Home Screen drag icons not working

Well I just recently started having trouble with the screenshot icons on my Mytouch 4G. Usually you can press and then hold to move/remove apps on your homescreen. However now when I try to press and hold it immediately releases in place or at best allows me to hold the icon an move it to another spot on the same screen. I am not able to press and hold it why moving through the different pages on my homescreen to arrange my icons how I want them. Can someone please help me with this issue?

I know that with certain launchers you can "lock" the homescreen where by you can't make any changes to the screen. Check to see if you have the home screen locked, and if so, unlock it, and see if you can them move your icons around.
