Yes, phones are not specific to plan. But a bad ESN Verizon phone won't work with PP regardless of plan.

I originally was going to add a line to my verizon family plan, but I found out about Page plus and now I'm more inclined to get Page plus. I do understand that even bad esn iphone could be used and the data doesn't work. However, I couldn't figure out whether iphone could be used on $12 plan. Does anybody know if iphone could be used on $12 plan?

I concur. You need a CLEAN ESN cdma phone (verizon) to join PPC. After that you can use any plan PPC offers! So theoretically you could run an iPhone on PPC for $30 a year! LoL.
The best use for bad ESN phones either than using VOIP. Is to flash'em to MetroPCS or Cricket.
I've read somewhere on this forum that CDMA phones with bad ESNs for a non-Verizon network can be flashed to work on Page Plus, but if it has a bad ESN for Verizon it can't be used.
