All the AT&T mvno's have voicemail not set up when you first activate the line.
It would say "I'm sorry, you've reached a voice mailbox that has not been setup yet...goodbye!"
It stays that way unless you call your voicemail from your phone and set it up.
As far as blocking texts, I'm not too sure...it will vary depending on if the MVNO is willing to shut the feature off.
I don't think any carrier turns off voicemail because a cell phone carries a full open link to the tower while it is ringing. Letting it ring and ring would consume network resources that they wouldn't get paid for.

Not GSM, but at least one carrier does. Today, I had PlatinumTel CS turn off my voicemail as it was picking before Goggle Voice which I prefer. It took all of 5 minutes including hold time waiting for CS to pick up. They didn't ask me why, they just did it as though it was a common request.

All AT&T MVNOs that I've used do allow you to turn off voicemail, by activating and/or deactivating the no answer and busy conditional call fowarding feature that is part of the GSM standard.
All T-Mobile MVNOs that I've used DO NOT allow the use of these features.
I can't speak to Verizon MVNOs, as I've never used them.
Sprint MVNOs probably do, but CDMA phones use a different set of keystrokes to activate them. If you tell Google Voice you want to set-up Google Voice on a Sprint phone, Google will give you instructions.

Anyone who reads the post that I quote below would do well to ignore it. The claim is clearly not accurate. Every postpaid carrier will allow you to turn off voicemail, as will every AT&T MVNO that I've used (ST, Red Pocket, Airvoice). And when a phone rings, the cell phone does not carry a "full open link" to the tower. Also, most carriers have a ring timeout, so even if you don't have voicemail, the ringing will eventually stop and you'll hear a message about the subscriber being unavailable, or a reorder, or both.
