My PagePlus Phone History---11 Years & Counting

Since PPC is a prepaid service, and mostly anonymous, what could PPC do to prevent the adding of a PIN to a number that you don't own? And what if I actually WANT to add a PIN to my friend's number?
I am confused. If the old phone number was not in use, how did 10 mins of his time get used? If the phone number was in use by someone else, how did Page Plus decide that 10 mins of time was used from this guys pin and not from the time the owner of the phone already had on it? Somehow I seriously doubt that the new owner of that original phone number had a zero balance but used the phone at the exact time as to use up 10 mins of this guys pin number?
Something is off.
If Page Plus can determine that 10 mins was used of the 80 mins, why can't they just transfer over the remaining balance to this guy ( under the circumstances) and penalize him for the mins used?
I recommend opening a trouble ticket via the PPC website, explain the situation, include the date, approximate time, & the # he called from so this can be looked into by PPC.
