a seller must charge (actually, collect for the state) local sales tax (if any), if the sale is being made where that seller has a "nexus" (some sort of physical presence in that state, like a store, a branch location, etc). Otherwise, the seller has no obligation to collect sales taxes on the state's behalf. Tmobile has nexuses in all 50 states, so it must collect sales taxes. Callingmart does not.
