    I feel stupid asking this

For some reason, I can't figure out how to get the quick settings to go into my notification menu. I got one app to do it, but the icons were ugly.
I was under the impression that you could do it without an app or rooting, but I'm starting to think I'm wrong..or dumb.

You're saying you want wifi/bt/gps/etc toggle in your dropdown notification menu? One V uses Sense 3.6? Don't think this is possible stock. Perhaps you can get Leedroid Tweaks working on your phone. That'd be a good way to get the customization you're looking for. Unfortunately, I wish it'd allow the main toggles in one row like how it is in AOSP, but that's not the Sense style.

    Why so averse to rooting?

I figured that it wouldn't work with Sense, but I wasn't sure. Thanks for the help though.

The One V uses Sense 4.0 I believe. I think the Evo V is the one that's still on 3.6.

I've just never been into rooting for some reason. I rooted my Triumph last year, as well as my Optimus V, and I really didn't find it useful, but that's because I don't really do a lot of customizations. I generally keep my phones bare as they came.

I'm pretty sure the one V has sense 4.0.
Anyways, I don't think the stock rom on the one V lets you have the quick toggles in your notification menu. You will have to do some modding/tweaking.

i'm using the harmonia rom for the evo v, it has leedroid tweaks and lets you customize what toggles you want in your notification menu. Not sure what options the one V has though.
