its no accident...he got mixed up between the term unlocked everyone else is using with the term i would call 'unblock'. its one of their procedures in order to sell Jphones abroad by making sure that the phone has been fully paid for... for example the installment plans that maxis or celcom offers...
no matter how many times i tried to correct him he's just being a knuckle head. kept saying that their phone has been sent to Softbank to unlocked!!! =.=

That is B***S***. Softbank does not unlock phones. Report it to ebay, hopefully you'll get your money back.
