I have an old plan. The phone being used recently broke. I have an Optimus to use as a stand in until we buy a new phone.
Id like to put it on my account without any plan changes. The CSR insisted that i had to add data even though it has been disabled on the device. I purely need it for making calls.

You both do a disservice to the forum by assuming too much.
I wanted to do a standard phone swap, as in changing the MEID associated with my account. This can be done easily by calling Sprint CSR. I could have done it the day I called if I had added data service to the account.
This is for my aunt who probably uses 200 minutes a month at most. Her Motorola RIZR screen stopped working and the Optimus was an extra phone that wasn't being used.

My aunt doesn't even know to check her voicemail. Why in the hell would I add data service to her account? I didn't have time to research which phone would work best for her so this was meant as a stand in until I wasn't busy.

Well, lucky for both you and me, I do not speak for the forum, nor do I represent the forum. However, you were told by a CSR that you would not be able to get that device activated without a data plan. My advice was pretty straight forward, trade it for a non-smartphone cause it is not getting activated. As for the $20, cheapskate comment, the only people that would be able to access your account to make such a request happen would be an employee at Sprint (and no, a CSR could not make it happen) and for $20, not worth jeopardizing their job over. So honestly, you're selfish in the fact you're wanting someone to jeopardize their job just because you're too cheap to pay for data.

I considered Howardforums the first place to ask for help with scenarios like this. It seems the Sprint forum is not the same as the other forums.
I am willing to pay 20 cents per megabyte for the damn phone. I am offended you would call me a cheapskate. The reason I asked here is that the CSR told me the only option was to add UNLIMITED DATA to the account. This makes no sense to me since the RIZR had existing internet access. I would have added 100mb for 5$ a month if it was offered.
I hope another person is willing to help. If not you and the Sprint policy have nearly convinced me to switch the entire family over to Boost. They could keep the phones, numbers as before and with the 5$ reduction in monthly fee it would end up being cheaper with more features.
I'm still confused over what you expect help with. You accuse some of making assumptions, but your original post was so vague as to leave nothing but assumptions to be made. My first thought was also that you were asking for help to change the MEID on the phone, which is why I did not reply. I still do not understand what help you expect, since you cannot activate a smartphone on Sprint without a data plan and fwiw I think that's total BS that the carriers should not be allowed to do. Still the fact is that your only option is find/buy/acquire a dumbphone to activate on that line if you wish to avoid paying for data. If you decide to pursue the prepaid route, such as Boost, maybe take Voyager Mobile or Page Plus into consideration too.
Looks like you'll be moving everyone over to Boost then--Sprint's policy is that ALL Sprint smartphones get an Unlimited data plan, or no activation. Furthermore, no Smartphones other than Windows Mobile 6.5 or below, PalmOS (before the Pre) and the Samsung Reclaim can be activated on an older plan...
It sucks--but that said, Sprint's unlimited data is $10 bucks... try and get that on Verizon or AT&T

But sadly by adding in the $10 premium data charge, the new $11 insurance and you're suddenly at ATTM or VZW pricing...... And as an aside, I'm unimpressed with having heard that the LTE phones will have built-in SIM cards...... Dunno but that makes it awfully hard for me to consider going back to Sprint on top of all the added costs if I'm not going to get a premium service for nearly the same price as top tier carriers.
