In-store. They gave me my sim card free when I had my own phone. I don't know if it was a promotion or not or if the guy was just nice. Max you will spend in $10 for each sim, if that.

What is the most cost effective way to port a number to Koodo? I read on the site that they don't charge you the $35 fee if you go in store or do it online. Keeping in mind that all I need are sim cards for existing phones.

Koodo does not charge for a sim card if you activate a new line. The best way to port a number is definitely to do it yourself online. I believe that way is better even if you are ready to port when you go to the store to activate. Number porting can be done at any time and you do not even need a new sim card to do it. if you do it through the Koodo Self Serve website, there is no charge. This is easily the best way becauase you don't have to go anywhere to do it, there is no charge, and you can ensure that there are no mistakes for yourself (vs. taking someone else's word for it).
Note that any minutes, texts, and data (and anything that has a limit on the amount you can use) will be prorated for the already used portion of the bill cycle and compared to the average amount that should have been used during those days. If you exceed those prorated bucket of minutes/amount of data for those previous days, you will be charged extra even if your full billing cycle stayed within the original plan's limits.
By the way, Koodo's website gives an error message saying that online activation is no longer available. If that's the case, the only way to avoid the $35 activation fee, is to go to a store.
Thanks guys/gals! Awesome. To avoid any issues, I think I'll head to the store. I don't have any Koodo sims.
