Is there a way to forward 2 or more google voice numbers to one phone number. When I try I get a message on the second GV number that says that this number is associated with another account.

I am glad that God is not like cell phone coverage. He does not hide behind mountains or loose us down long windy roads. The Lord levels mountains, and He makes our paths straight!
My wife and I can forward each of our GV numbers to the same landline but I do not believe you can do this with a cell number.
I'm not sure if I'm reading your post correctly, but if you want to forward two google voice numbers to your mobile phone, make sure you don't fill in the space below your "forwarding phone" as being "mobile". Use it as work or home, or other. Do the same for the other google voice number (to forward to your same mobile number) and you can, indeed, forward to gv numbers to one cell phone. I'm sure it will work this way with any phone number--just don't label that number as mobile. HTH

I've got two GV accounts and found out (either from here on HoFo or maybe in the GV Help forums) that the only way to do this is to set one of them up as a Temporary Forward (or something similarly called that -- it's been over a year since I set it up and I don't get much use out of the secondary, lesser used GV number). This cannot be selected or accomplished from the web account (but it does show up as a Temporary number in Settings when finished). You have to do it over the phone by calling the desired GV account (tel. number) from the phone you want incoming calls forwarded to. Here's the pertinent link:

It's definitely a less-featured way to forward, as there is no SMS forwarding, and you can't (AFAIK) do more than one Temp. Forward per account (I've got a landline and two cell phones, but I've only got it -- my "second" GV account -- set up to forward to the landline and one cell, as it will prompt you that the other cell is already associated with a GV number -- could be wrong about this part though). But it works.
My simple homebrew solution is to forward some gv's through land lines to my cellphone. Since I run three businesses out of my cell, with virtual locations in various states, it works for callers to use the number that applies to them, which then forwards to me through my virtual l/l numbers. But of course, that's less than a satisfactory solution, since I can only return calls with one number when I'm in the field, and no sms, which can be confusing. That's the other BIG problem with GV, no int'l sms. Would a dual sim phone allow two gv accts? Or is that a hardware issue?, only one main gv account per phone? Well, let us pray that business gets so good that I can afford to have three cell phones at once, and maybe even hire somebody to carry them for me. hahahahahaha
you MUST reclaim the number - because it is on another account as a MOBILE number.
so reclaim the number while selecting HOME (NOT MOBILE) and then log into the other GV account and do the same - set up as HOME
the drawback of doing this is that you will not be able to receive texts to either number directly to the phone - however, there are work arounds for both apple and android.
install BOTH the talkatone app and the official google voice app - both support push notifications!
just log in to each app with a different GV account and voila, you are up and running.
I have a device that gets texts from 3 GV numbers....crude, but it does work, in addition to the above two apps I also installed EXECUTIVE ASSISTANT app on my phone - this gives me that third number texting capability!
