I'm eligible for a hardware upgrade, and I'm trying to decide if I should go ahead with the Fab 10 Promo 60 with a Galaxy S3, or wait a few more weeks. Is there any chance of any better Promo plans, or phone discounts during back to school season?

No. Bell is progressively getting worse, as evidenced by their recent price increases on smartphone plans. You might want to try and get something like CID/VM for free through retentions if you're renewing.

There usually aren't any price drops on hardware during back to school. Normally the carriers just throw in a few limited time bonuses onto the price plan.
