Question HSPA is faster then HSPA+ in Edmonton?

I have recently purchased a Galaxy S3 and have only ever noticed it on HSPA:11 and UMTS:9 however as of recent in Edmonton I have been pulling down HSPAP:15 which shows on my phone as H+

This would be great however there is a strange problem... the data speeds are slower with H+ then with just H.
I have done a few tests and was pulling a great 3.5 to 4.8/5 MB/s and then when I did a few tests of H+ I was pulling 0.98 if I was lucky! Does anyone have an idea what is going on? Is it just that they're upgrading the network and therefore the speeds are not ideal? And if so how long will it take them? I can't use my data hardly!
Let me know what you guys experienced!

It also depends on the tower you're connected to. Overloaded towers experience performance issues. For example, the university area used to be extremely slow because of congestion.

Oh that makes sense. I guess it's strange because in those areas when it was still HSPA:11 I was getting those excellent speeds.
