I just opened up a bank account and cashed my check but I was only able to withdraw $100 and I won't be able to get the rest of the money until Tuesday. Will I be able
to purchase a Galaxy Nexus on the $29 plan with a BMO debit card? Will the transaction work even if I can't withdraw the money?

I get the money tuesday but I need to wait till saturday when my parents aren't busy to actually buy the phone but I'm worried the Galaxy Nexus might be out of stock and I might have to wait another week.
Btw, what's the reason I can't use the debit card? Beause they don't accept debit or because I just made a bank account and I can't use the debit card to purchase anything yet? Just wondering.
Just. Wait. Until. Tuesday (or whenever you get the money).
The galaxy nexus is a 7 month old phone that isn't flying off the shelves anymore; additionally you can buy them brand new directly from google for $400, which means people are selling new ones on kijiji for $350 and used ones even cheaper. Unless you are 100% sure you're going to stay with wind for 3 years then it is a better idea to buy the galaxy nexus outright from either google itself or kijiji, wind marks the price up on it by quite a bit and if you leave you have to pay the balance (whatever remains of the $600 wind wants).
If you are going on the windtab it would make more sense to get the galaxy SIII, not the nexus. And since those are now widely in stock too at this point, what's the rush?
Kevin95, only your bank knows the answers to these questions. When you open a new bank account, ATM withdrawls and Interac purchase amounts (separate limits) are set to an extremely low limit, with both have a daily and weekly cap. There is also probably a cashback limit (amount that you are allowed to immediately withdrawl after a deposit). Also, with a new account, any non-cash deposits made at the bank counter and all deposits made through an ATM are likely to be placed on hold. Since you appear to be saying that your bank has placed a hold on your deposit until Tuesday, you need to wait until then to be able to access those funds, using any method.
Only your bank knows what your limits were set to (and should have informed you of these when the account was opened) and only they can increase your transaction limits. Since you just opened the bank acccount, they're unlikely to do that. Transaction limits are based on your history with that bank and when you are a new customer of that bank, they consider you to be a high risk to defraud them (example: depositing an empty envelope so that you can make a withdrawl of money you don't have) or for you to be a high risk to be unable to pay back any funds for deposits that otherwise don't clear (examples: bounced checks, clerical errors, miscounts, tyops on the ATM keyad, etc).
If you ask your bank about all this, they will surely try to sugar coat things and word things a little more pollitically correct, but what it all comes down to is that your bank currently only trusts you for $100.
On a side note, trying to make the transaction go through when the funds won't be available until Tuesday is an EXTREMELY bad idea. Although the money isn't available to you yet, sometimes banks will let the transaction go through, effective placing your bank account into a negative balance, even if you don't have overdraft protection. If they allow the transaction and that happens, they will charge you a ridiculous handling fee plus interest charges.

Why not get your parents to pay for it?... and then pay them back whenever you have access to the funds? I'm guessing you want the WINDtab and are waiting for your parents to get a credit check and all that fun stuff. Get them to pay the $299 + applicable taxes and pay them back, heck give them $100 now.
FWIW, WIND will take a debit payment, but can't help you if your bank declines it (not WIND's fault).
