Those are normal for me during weekends, it the weekday afternoon speeds which are dismal.

It's been my experience that there's no such thing as 'normal' speeds these days-unless inconsistency can be considered normal. I often see speeds like the OP or slightly higher and less often see DL speeds of less than say .8 Mps down.
Considering that I live about 3 blocks from a new mobi tower close to downtown Toronto, I'm not sure what to make of things.
Is this a sign that the tower is already overloaded?

A year ago I always got from 2.7 to 3.2mbps up on my E7 (rated at 10mbps).
At the same time our Nokia 5230 (rated at 3.4mbps) got half that.
Now I get around 1.5mbps most of the time on the E7.
Last night using speakeasy - I got 1.2mbps using Toronto to Chicago - .8 to Washington DC and .3 to Los Angeles.
We need a hub or whatever it's called in the west so we aren't all using Toronto.

It used to be 3 Mbps down and about 1mbps. That's when it's useable. Now it's very inconsistent and even the upload speeds have deteriated to WIND levels. WIND has always had faster download for me in the 905 area, but I switched Mobilicity on my main line for awhile because of the faster upload.

I'm not sure how you could deal with those speeds though. I'd port to Wind for the $29 BTS if coverage works for you.
Going off topic slightly, did anyone get a eNewsletter from Mobilicity recently? I got one for the very first time, not sure how that happened but it did. Anyway, there was some rather interesting facts provided. Apparently, last month the top texter did 53,243 text! The average customer talks 805 minutes per month. There was no information on data usage, but I can only surmise that the average user probably blows past the 5 gig threshold by a country mile. So it looks like Mobilicity has attracted all the users that would rack up $150 or more a month with robellus. If that is the kind of typical usage profile Mobilicity (and probably Wind as well) has, then 1 sub is about equivalent to maybe 5 to 10 subs on robellus. No wonder the network is extra crippled.
It is interesting how Mobilicity uses this to boast about how unlimited the plans really are. Yet, they have had some pretty nasty dust ups with subs for apparent abuse of the network. What ever view is convenient, I guess.
Oh, there was also mention of the network upgrade to faux G and expansion.
