I've had the proclaim for about a week now and the data speeds have been abysmal. I'm getting 700k downloads, and can't run Pandora or YouTube without constant buffering.
anyone getting better speeds, and if so, what pro are you using?

700kbps is normal for EVDO. 1mbps to 1.5mbps is generally the most you will get in the real world.

I don't know that I've ever heard of anyone manually selecting and inputting a particular PRL (like, through what means?). Good luck on that and let us know how/if you accomplish this.
Check to see if your phone is configured for Automatic A or B. Not sure of the "correct" or optimum setting. You're not seeing the roaming triangle, are you?
It's possible that your signal strength won't support the fastest data delivery. Might be a local cell site issue. Does the situation change/improve at another location where you might connect to a different site?
Just a few basic things to check.
Edit: Silentjudge brings up a good point. But it doesn't explain interruptions in the streaming of a radio feed (maybe video, but...).
My wife gets a bit higher then 700kbps and the PRL is 59289
