Verizon says it carry over to your next cycle which means 2 full cycles of throttle. I was constantly throttled because I always hit 3 to 4 gb each month.
It's a presumption, no hard proof, but here's what I got:
Last summer Verizon announced in advance they were going to start instituting "network optimization". It was to begin in September, not sure exact day. I consistently go over the 2GB limit and become a heavy user by a gig or two. A couple days after my cycle was up and I had used maybe 4GB my speeds went to ***** and have never come back to where they were. I used to get around 1.2 mb up and maybe around 1mb down. I never came close to being able to stream anything anymore. I might add this was with two diff android devices and I also moved to another state and the throttling followed me. Furthermore, i was on a month long road trip and used towers in many states. So seems to Make little diff what tower. I can get better speeds at 4am fwiw, but still only around 350kb. I called Verizon originally back in September to complain and was told that their network optimization was begun and they had no way of letting me know if I was throttled. They did say, don't worry, it's probably just a busy tower and it'll clear up as only the heaviest users would be optimized. I said like those going over 2GB? He said yes and that's only 5%. Had to laugh at that one.
I have found a work around and keeping my fingers crossed but so far the past three days since I made some tweaks to a throttling file my speeds have gotten much better and are staying consistent at around 500 to 700kbs. This is so much better it's amazing from what I was dealing with.
I posted on XDA what I did a Verizon throttling and SQLite below is a paste from there.
Was browsing thru my SQLite editor today and saw something I hadn't noticed before, some values relating to throttling. As follows:
throttle polling sec. ---setting 600
throttle threshold in bytes----- setting 0
throttle value kbitsps------setting 300
throttle notification type------setting 2
I don't recall seeing this before, but in any case was wondering if someone with more knowledge about files would know if this has to do with
Verizons throttling my speeds and if it could be changed to prevent it.
I'm thinking the notification value of 2 could be changed to zero and no notification would be passed thru to them. But WTF do I know? I'm being throttled almost daily and at times brutally and this I DO KNOW. I have an unlimited and usually hit 4 to 5 GB/month. certainly not outrageous. IMHO.
I'm on GB if it makes a diff. Rooted of course.

got little response, but that's neither here nor there. One guy did say that on ICS that file was not there. I'm on GB. So in a nut shell that's it. Am I really being throttled? Kinda seems like it. There are an awful lot of complaints of low speeds on 3G. I'm just wondering how many of those are being throttled.
I tried several combinations of tweaks to the throttling files on my Maxx and have hit on something that's working pretty well. Between 500 and 700 kbs most anytime of day. I'll take it! When LTE comes to my hood here in Central Oregon things should really get improved.
I'd love it if someone who's still on GB and rooted would try what I did and we could compare notes.
I kind of get a chuckle when I get asked, how do you know if your being throttled? Doesn't matter what you call it, it's crap and I made it better. Just hoping it lasts, so far so good! Sweet!

If you ever get LTE your speeds should get a lot better. I used those apps to tether before also and also paid Verizon the thirty bucks extra to use their hotspot app. When speeds started to go downhill I said screw this, I'm not paying for it anymore. I found out how to root my Maxx and used the hotspot hack to circumvent their sign up page. Been doing this for the past seven months, no issues. What with their throttling or just downright slowness of their 3G and their seemingly uncaring attitude toward their unlimited customers, I just decided to turn it around. Happy I did and no regrets. I pay for a service and I expect that service to perform, plain and simple.
EDIT, sorry I made an assumption that your complaint is with 3G. There is no throttling on LTE as of yet, just wait tho.
I've got two Verizon 4G phones. A Droid Razr (work) and a Bionic (personal). They both have unlimited data. When 4G was first turned on they both registered speed tests around 20mb down. After downloading 2-3GB on the personal phone my speeds dropped to 500kbps. When I run another speed test with both devices side by side the Razr still shows 20mbps speeds where the Bionic is running at ~500kbps. There is little doubt in my mind they are throttling me.
Maybe it is a tower issue? Does it happen everywhere you go, or just in certain areas?

5 different zip codes is not a tower issue! Verizon is throttling my 4g lte. Time to cancel hotspot feature and use other method of tethering!
I suppose it is possible it's a tower issue. It's almost like it's 3G speeds even though it's showing 4G. It ran at the full 20mbps last night even at my current 2.7GB of useage for the pay period. 4G isn't officially live yet on the tower so they turn the 4G on and off from time to time.
Tower performance, tower load, backhaul, distance from tower, etc. can all affect the data speeds. When I am in NYC, running a speedtest will regularly result in downloads between 20-30 Mbps. Across the river in northern NJ where my office is, speedtests will run around 12-15 Mbps. At home in NY's Hudson Valley, my 4G speeds will run around 8-10 Mbps. This drop in 4G data speeds across the different locations is also pretty consistent with the performance I see with 3G as well.
Is Verizon throttling people with unlimited 4G LTE data plans now?
