I currently have the hmp plan for $40 from 2011, is it possible to activate a, say a prepaid line on wind.... and swap the phone numbers?
I want to port my current number, but i want to keep a 2nd line with my hmp 40$...
another option is...i can just port out my number, and then activate wind with the current 40$ plan...
are there any differences between the current 40$ plan and my hmp 40$ plan, besides that i have voicemail?

It is physically possible to do as you ask but you might not be able to get someone to do it for you.
I wouldn't even talk about "swapping phone numbers" to regular cusotmer service. They either will not understand or you will end up getting your account messed up. Even if they agree to what you ask, in reality, the phone numbers never really get swapped.
This is nothing more than a situation of trying to convince customer service to let you activate a new line a plan that no longer exists for new line activations. Only the Loyalty Department can do this for you and unfortunately, sometimes the answer will be "yes" and sometimes the answer will be "no" to your request. Your first obstacle will be getting the front line to connect you.
You'll have to provide a reason to regular customer service to allow you to speak to the cancellation/customer retention department, but one that is not so overly complicated. Once you do get to Loyalty, then provide more specifics. But as I said, don't talk about "swapping numbers" as no phone number switching is actually done by Wind during the process.
If it's a phone number that you use for work and have been offered a corporate price plan, I would say something along the lines of (to retention department person): "I'm going to be moving this line over in the near future to Rogers (or Bell, or Telus) as my employer has a deal set up for me and they'll be paying the bill. I need it to be this phone number because it's the one I've always used for business purposes. I am looking for an additional phone number to use for talking to my friends and would be willing to remain a Wind customer if I can get the same plan for the new line".
That way, you would be giving the person a reason to allow you to have the HMP on your new phone number.
Be honest now: Is the above really the type of thing that would be happening or are you doing all of this because you want to be able to unofficially transfer the HMP to someone else? I only ask that because if the Retention person believes that is what you are trying to do, they will deny the request. This is because Wind would likely rather have that new cusotmer on an in-market plan.

reception on wind sucks..data speeds are nth to brag about. however the price point of $40 for unlmited everything is awesome. i wanna keep this plan for say, as a homephone, my parents live in the usa, and i can tether to my laptop and browse anywhere.
but at york university, i get 0 reception, mite get a bit if im outside walkin to class...i dont have a wind tab, so if i really wanted to get rid of the plan i could just port out. but i think in the future, wind has some potential, and keeping a hmp40 will be ideal...
i also heard u can suspend a plan for up to 6 monhts? so i can just pay 40 every 6 months?
I want my main line with the big3, and their reception are great, i wanna be able to communicate with others, and they have these promo plans now, even tho its still expensive, its around what i paid last year and i was on retentions. and i wanna use lte =)
^Then you might be best just to tell retentions that but obviously, without the "sucks" commentary. Just remember that if they argree to all this, you won't be able to port your main number back into Wind later on without hurdles. As a business rule, porting in a phone number requires a new line activation, which means you'll run into the exact same difficulties again down the road.
A solution might be just to use call forwarding and not make any changes to your current Wind line.
