Regional Cell Company deploying 1700 AWS LTE

So a new regional cell/broadband provider is rolling out a 4G LTE network in a 7 county area around me, they are using the same spectrum at T-Mobile will be for there 4G LTE network. Do you think after T-Mobile starts rolling LTE out that they would just use this company's network for the LTE service so they would not have to roll out LTE here? T-Mobile is all GPRS-Edge here now. I included a picture for the round one service area below for the tower build out. They are building around 40 new towers in a 7 county area. If T-Mobile would sign some kind of deal with them they would have a better network then AT&T and Verizon. I just though I would share this. They only offer Broadband internet right now but spring 2013 they will have cell service.

Initially, T-Mobile USA wouldn't have to do anything, however licenses come with strings attached so they would have to use it eventually.
T-Mobile USA can't sit on their AWS holdings forever.

No, Big River Broadband, LLC is the license holder for 20 MHz of AWS band for the stated areas.
