I'm pretty sure the rule is that if it was sold/marketed as a Verizon Pre-Paid phone it cannot be activated on Page Plus.

So ive spent the last 10 hours trying to flash my Ebayed Brand New Verizon Prepaid "Clean ESN" Citrus to another network. When I came to an epiphany.
Why not activate on Pageplus? Its a phone for my kids birthday tomorrow and after selecting a plan with Pageplus customer service I give them the MEID. "Uggg!" Customer service says that this phone can only be activated with Verizon. Is there any possible way around this?
I would appreciate any feedback on this. Thanks

That is correct. Since Vzw supposedly subsidizes the cost of the phone for use on Vzw prepaid, Vzw won't allow it to be used on PPC. Vzw prepaid phones can't be used on PPC.
i just flashed it to cricket / rooted it. Thanks guys for your help!
(if there smartphone plan wasnt 80$ id have stayed with vzw)

Not sure if my answer went through, but visit wins communications on the web...they do flashing for your phone. I am trying them as well...
I know this is an old thread but I have some information that may help others regarding the citrus
Unlike other VZW PP phones, the Citrus' PP ESN's were not put on a PP only list. The only thing stopping a PP Citrus from activating on PPC is the software. If you go to about phone you will see Prepay in the software version name. There was once a non prepay SBF floating around the internet for the Citrus, but MOTO has used DMCA to get them all removed. If anyone has this SBF and can post it, it can help many many people.
Again, an SBF flash to the non Prepay firmware will allow a Prepay Citrus to OTA program. the ESN will activate no matter what, it is only the software that is blocking the activation.
Please note, I have not tried any full flash solutions such as Remote Squad, Houdini or Magical Phones to get this phone to work on PPC with PrePayFirmware.
