Just to clarify, is the new SIM active, and does it work in other phones? If not, try activating it with the IMEI of another phone and then putting it into the dual SIM phone.

I recently bought an international, dual sim, unlocked, unbranded android phone from an asian wholesaler on ebay. I am an AT&T subscriber but was unable to use my old sim card. I obtained a new sim card from AT&T and was unable to activate it in the new phone. The phone is a quad band gsm phone and recognizes that it has an AT&T sim in it. Yet, the phone still registers "no service" when turned on with the sim in it. Everything else on the phone works perfectly; camera, wifi, etc..
Anyone else have this experience and if so, how did you find a compatible network?

Yeah, after it was activated and would not work in the new phone, I put it in my old dumb phone (AT&T brand) and the sim works just fine.
