My wallpaper looks like most everyones with the weather and the time. It seems each time i open my phone after the timeout screen it says no weather available. Then i can touch it and it comes up then i go back to home screen and weather is showing. Does anyone know if this is suppose to be like this.

Are you running gingerbread or ice cream sandwich? I'm running ice cream sandwich and using accuweather and I don't get the behaviour that you describe.

Ok do I get gingerbread or ice cream sandwich? What are the differences? Is there any cons to these than what I'm using. Will I have to go in and change anything currently on my phone far as features

Android 2.3.x is known as Gingerbread, so you're using Gingerbread at the moment. Gingerbread is two years old, but about 60% of Android devices are stuck on that version.
Android 4.0.x is known as Ice Cream Sandwich. It was the next major release of Android after Gingerbread. It's a year old, but only about 11% of Android devices have been able to upgrade to it so far.
Recently Jelly Bean (Android 4.1.x) came out but almost no phones have it at this point.
They're just codenames for major releases of the Android operating system. They're all dessert names and they go in alphabetical order, so the codename next year's major release will be a dessert starting with K. See Android version history for details about the various major releases.

Minor note: there was also an unsuccessful tablet-only release called Honeycomb (Android 3.x) that I forgot to mention. One of the things Ice Cream Sandwich did was unify the phone and the tablet, like iOS 4.0 did for Apple.
