My 3G data usually shows a speed of roughly 1 MB down and less than .2 MB up. with pings over 300ms.
I'm on the BYOP plan with an AT&T sim in a Samsung Captivate.
Sometimes my speeds get down around .5 MB and twice that i've measured have come out at 2 MB.
When comparing data speeds, there are a lot of variables. It depends on which speed test app you are using, time of day, and location. But all that said, I would say that your speeds are below normal. Where are you located, and which app were you using to measure the speed?
That DSLReports one isn't an accurate test. Try the FCC Speedtest app if Speedtest.net isnt working well for you.
OP, its not too bad for a Captivate. Its a HSDPA 7.2mbps device, which in the real world, expect 3-5mbps tops.
You should try a different speedtest server. Find one with pings around 150ms. Try the speedtest.net servers in the east coast since all ST data is routed from the east coast. I usually use ones in Atlanta, GA or Chicago, IL.

Tried testing it on the Phoenix server......307ms ping, about normal...however the down was 3.86MBps and the up was .16Mbps.
To be honest, this feels more accurate than the other ones. My real world browsing is generally okay, and I can usually watch a youtube video without any interruption or lag.
With SpeedTest.net the server you choose can make a big difference in reported speeds. The closest is frequently not the fastest, and since your ping time is large, I suspect you'll get better results with a different site.
Also, depending on whether you have the "proxy" field in your APN (not MMS proxy, just plain proxy) empty or populated can make a difference on ST. If you are going through their proxy, many can't use speedtest at all, much less getting accurate results. If your browsing is quick, then I wouldn't worry too much about the test. But I know that if you're like me, you want to know those numbers.
