APNs are not ever "pushed", nor are they stored on the sim card. They are stored on the phone itself. If your phone's firmware wasn't programmed with the proper APNs, you will simply have to punch it in manually.

I have just a quick question i know wind's apn for mobile is "internet.windmobile.ca" but i need to know if this is pushed over the air or is it stored in the sim. My problem is the apn is being pushed as "broadband.windmobile.ca" and i cannot edit this field.
APNs are not ever "pushed", nor are they stored on the sim card. They are stored on the phone itself. If your phone's firmware wasn't programmed with the proper APNs, you will simply have to punch it in manually.
Case in point: any phone with a firmware written before that manufacturer ever launched a phone of that OS on WIND... usually won't have the right APN. E.g. Nexus One's original Android 2.1 firmware, or the original T-Mobile Samsung Vibrant.
Also that XML file on some devices is actually redundant - the APN list may also be coded directly into one of the package files.

All android phones have the APN list stored in that specific file. On first boot, that file is copied into a database file belonging to settings application (henceforth it may appear to belong to the settings application). From this point onward, the file is redundant, but it is re-read every time a factory reset is performed.
Makes sense. I once tried to delete that XML file because it kept putting my PC Mobile on the expensive unwanted Bell APN, but the Bell APN wouldn't go away. Maybe it was because of the settings backup. But I think there's also another APN list in system/framework/framework-res.apk, under /res/xml/apns.xml. That file doesn't contain any APNs on my GNex but I am sure it did on some of my other Androids.

If you are on phone plan your phone connects through internet.windmobile.ca if you are on mobile internet plan (data stick) its broadband.windmobile.ca. It doesn't matter what you punch in your phone , you have to be provisioned on the network side to use it.
its just strange they added data stick apn and not mobile.. any whoo thanks for clearing things up, im going to call wind and see if they can provision broadband is my mobile gateway
