Do you mean you don't want the phone to auto answer (instead letting the call go to voicemail)? If this is the case, on my phone Settings -> Call Settings -> Auto Answer - turn off.
Or that you don't want it to even recognize the call, in which case you can do what veriztd suggested.

It only auto answers once in a while...and the auto answer in call settings is off....not sure why it still does it
